The Defunded L3 Survival Guide

For L&D leaders with apprentices on a defunded standard. 12 steps. ~6 months to act.

DfE has confirmed that 16 Level 3 apprenticeship standards will lose funding from September 2026 as part of the move to the Growth & Skills Levy. If you have apprentices mid-programme on any of these, this is your action plan.

September 2026: Funding stops, only existing apprentices grandfathered
April 2027: Growth & Skills Levy replaces Apprenticeship Levy fully

The 12-step survival plan

Audit current apprentices on defunded standards

Pull a list from your apprenticeship service account. Filter by standard. Know exactly who's on what, and where they are in their programme.

Identify grandfather rights

Apprentices who started before the defunding date can complete their programme on existing funding. Confirm this with each provider in writing.

Map to replacement L4 standards

Most defunded L3s have a natural L4 successor. Team Leader L3 → AI for Team Leaders L4 (+ CMI L3 included). HR Support L3 → AI for Coaching Professionals L4 or People Professional L5.

Decide: complete on L3 or transition to L4

For apprentices <6 months in: consider transitioning. For apprentices >9 months in: complete on L3. The 6-9 month zone needs case-by-case judgement.

Talk to your apprenticeship provider NOW

If your provider is offering only L3, ask what their L4 transition plan is. If they don't have one, start evaluating alternative providers.

Model the levy cost impact

L4 standards typically cost £8K-£18K (vs £4.5K for Team Leader L3). Re-plan your levy spend for FY26 to absorb the increase.

Update job descriptions & talent pipelines

If your graduate / entry-level scheme assumed L3 Team Leader, the replacement L4 (15 months vs 12) shifts your pipeline timing.

Communicate to current apprentices

People hear "defunding" and worry. Explain grandfather rights early. Provide a written FAQ.

Lock in 2026 cohort starts BEFORE June

If you want a final L3 cohort under the cheaper funding, it has to start before the June deadline. That means the apprentices need to be hired, onboarded, and registered now.

Prepare for the Growth & Skills Levy

Coming April 2027. Allows shorter (3-month) units, not just full apprenticeships. New L5 AI Leadership Units already eligible under transition rules.

Brief your CFO / finance team

The levy cost per apprentice is going up. The reporting changes. The funding-stream is changing name. Don't let your finance team find this out in February.
