A provider your team can trust with their data.
We are new to this standard and say so. What we bring to it is an Ofsted Good rating, a 72% distinction rate across our apprenticeships, a Level 4 Data Analyst and an AI & Automation Level 4 already running on the same Microsoft stack, and a delivery model employers rate 4.9 out of 5.

An open field, and an honest position in it.
Eighteen providers are listed for the Level 5 Data Engineer on Find Apprenticeship Training and none has a published achievement rate yet, because the standard only reached approval in December 2023. Every provider, including TESS, is asking employers to judge it on how it delivers rather than on a track record for this standard.
What TESS brings
A specialist data and AI provider with the Level 4 Data Analyst (Microsoft PL-300 included) and the AI & Automation Level 4 already live on the Microsoft stack; a named skills coach for every apprentice and Coachy between sessions; a curriculum written to the revised ST1386 assessment plan rather than the one being retired; 1st for Awarding as EPAO, an organisation we already work with; and a first cohort built around one employer's data team rather than an open intake.
What to ask any provider
Which assessment plan is the programme written to? Who is the EPAO and have they delivered this standard? Which cloud platform does the curriculum actually run on, and does the apprentice get hands-on environments or slides? Which vendor certification is included, and who pays for the exam? What is the published achievement rate on the provider's other data standards? We answer all five on the discovery call and most of them on this page.
Every provider's published rate for the Level 3 and Level 4 data standards is on our data apprenticeships page. Weighing us up against a bigger name? See TESS vs QA, TESS vs Multiverse, TESS vs BPP, TESS vs Corndel and TESS vs Cambridge Spark.
The 12 data engineer modules.
Mapped to the ST1386 Data Engineer Level 5 duties, knowledge, skills and behaviours: 30 knowledge statements, 29 skills and 6 behaviours, from pipeline automation and warehousing to governance, resilience and sustainable system design. Each module is practised on the apprentice's own organisation's data and platforms.
The data engineering lifecycle and requirements
What a data product is, who uses it, and how it moves from scoping through prototype, production and continuous improvement. Collating user and business requirements, including cost, resourcing and accessibility.
You will be able to: turn a vague request for 'better data' into a scoped data product brief with users, sources, constraints and success measures.
SQL for engineers: modelling and warehousing
Relational design and normalisation, star schemas, data marts and lakes, indexing and performance. SQL well beyond reporting: DDL, window functions, views, access control and automated validation checks.
You will be able to: design and build a warehouse schema that analysts can query without you, and prove its integrity with automated checks.
Python for data engineering
Python as software, not scripts: functions and modules, pandas and PySpark, logging, debugging, unit tests, version control with Git, code review and documentation that technical and non-technical users can follow.
You will be able to: ship a tested, versioned Python component another engineer can maintain.
Batch pipelines: ETL and ELT
Extract, transform and load with Azure Data Factory and Python; cleaning, validating and describing data at every stage; scheduling, dependencies, idempotency and reruns; technical documentation.
You will be able to: automate a pipeline that lands clean, documented data on schedule and tells you when it fails.
Streaming, on-demand and large-scale data
Batch, streaming and on-demand ingestion and when each is right; Spark for data that does not fit one machine; event streams; adapting to legacy systems; structured, semi-structured and unstructured data.
You will be able to: choose and build the right ingestion pattern for a real-time or high-volume source and explain the trade-offs.
Cloud data platforms
Microsoft Fabric, Azure storage and compute, Azure Databricks, with awareness of AWS and Google Cloud; local, remote and distributed options; cost, scalability, compliance and sustainability of each choice; the Fabric Data Engineer (DP-700) syllabus.
You will be able to: stand up a data platform in the cloud, cost it, and justify the design to a finance director and a security lead.
Data quality, cataloguing and documentation
Quality frameworks (accuracy, completeness, consistency, timeliness, accessibility), quality metrics tracked over time, data catalogues, lineage and technical documentation that meets organisational standards.
You will be able to: define and track the quality metrics for a data product and show the business the trend.
Governance, security and compliance
UK GDPR and data protection by design, information security standards, ethical sourcing, access management and audit, building data products that comply with regulation and organisational policy.
You will be able to: build and operate a data product that would pass an internal audit and a DPO's review.
Resilience, monitoring and incident management
Business continuity and disaster recovery for data provision, configuration and change management, monitoring and simple forecasting of outages, root-cause investigation, incident response and stakeholder communication during downtime.
You will be able to: run a data service to agreed service levels and handle an incident from detection to root-cause fix.
Integration, unstructured data and AI-ready data
Combining disparate sources to create value, extracting structured data from unstructured sources, preparing data for descriptive, predictive and prescriptive analytics, and the data foundations AI systems depend on.
You will be able to: deliver an integrated, analysis-ready dataset that data scientists and AI tools can use without rework.
Prototype to production and continuous improvement
Evaluating proof-of-concept data products, taking them into production, identifying and remediating technical debt, assessing obsolescence, horizon-scanning new tools and capturing lessons learned.
You will be able to: take a prototype through a production release with a plan for its upkeep.
Stakeholders, costing and the business case
Presenting and communicating data products to technical and non-technical audiences, costing a system against net-zero and sustainability strategies, collaborative working with analysts, scientists and support teams, and preparing the end-point assessment project.
You will be able to: defend a costed data engineering proposal to the people who sign it off, and scope the EPA project with the assessor.
Cohorts run on the Microsoft stack by default (Fabric, Azure Data Factory, Azure Databricks) with SQL, Python and Spark throughout; employers on AWS or Google Cloud can run a closed cohort on their own platform.

Two methods under the current plan: a 3,500-word project evaluation report on a real build, with a 50-minute presentation and questions; and an 80-minute professional discussion of ten questions across data quality and performance, problem solving, regulatory compliance, continuous improvement and professional development. Overall grade Fail, Pass, Merit or Distinction. The revised plan for starts from 18 December 2026 may adjust the format; we confirm it with the EPAO before your cohort starts.
First cohorts: 2027, closed employer cohorts first
We are taking expressions of interest now from employers with a data, BI or platform team of six or more to train. Tell us about the team and the platform and we will shape the first cohort, the start date and the certification around it. Open cohorts follow once the first closed cohorts are running.
The toolkit and the platform.
The credential is what they earn. Just as valuable is a working data platform in your organisation, built and documented by someone who now owns it.
A working engineering toolkit
A portfolio of real data products
- The apprentice pays nothing. There is zero cost to the learner at any point.
- Levy-funded for levy payers. The £19,000 band is drawn from your Growth and Skills Levy account; unused levy expires after 12 months. Levy payers whose account has run out co-invest 25% (£4,750) on new starts.
- 95% government-funded for non-levy employers. You contribute 5% (£950) for apprentices aged 25 and over, and nothing for apprentices aged 16 to 24.
- Roughly 6 hours a week of protected off-the-job learning, planned with you at the start and spent building things you need.
Already running the data? Engineer it properly.
The strongest Level 5 apprentices already work with databases, pipelines or reporting platforms and have taught themselves most of it. The standard has no entry qualifications; working SQL and some Python is the realistic starting point, confirmed on the skills scan.
People already building the plumbing
Analysts stepping up to engineering
Entry: no degree required. Working knowledge of SQL and some Python, or a completed Level 4 Data Analyst apprenticeship, plus a role with real data systems to practise on. English and maths in line with the funding rules; we deliver them alongside if needed.
The platform underneath everything else.
The Level 5 Data Engineer maps onto the roles organisations are struggling to fill, and it is the foundation the AI programmes sit on.
Roles it supports
The standard was written by employers including the BBC, Aviva, easyJet, Sainsbury's, British Airways, the Ministry of Defence and the Ministry of Justice for the roles their data teams actually hire.
The natural next step
Once someone can build and run the platform, the Level 6 AI & Machine Learning Fellowship builds the models on top of it, and the AI & Automation Practitioner Level 4 puts the rest of the business to work on the data they deliver.
For employers: run the Level 4 Data Analyst and the Level 5 Data Engineer from the same levy account and the same coach, and you have a data capability ladder rather than two courses. See data apprenticeships at Level 3, 4 and 5.
Apprenticeship, bootcamp or degree?
A data engineering bootcamp and a computer science degree both have their place. Here is how the Level 5 apprenticeship compares for an employer upskilling existing staff.

Data engineer apprenticeship: questions employers ask.
Straight answers from the standard, the assessment plan and our own delivery.
What is the Level 5 Data Engineer apprenticeship?
A levy-funded, work-based programme against Skills England standard ST1386 for people who build and run the systems that collect, store, move and prepare data for analysts, data scientists and AI. Apprentices design and automate pipelines, work with SQL, NoSQL and distributed stores, build on cloud platforms, and keep data products secure, documented and resilient. It sits at Level 5, equivalent to a foundation degree or HND.
When does TESS start delivering it?
First closed employer cohorts are planned for 2027. We are building the programme to the revised ST1386 assessment plan that applies to all starts from 18 December 2026, so the first apprentices are assessed against the plan that will be current, not the one being retired. Tell us about your data team now and we will shape the first cohort around it.
How long does the data engineer apprenticeship take?
Skills England's typical duration is 24 months on programme; the minimum is 12 months. TESS plans 18 to 24 months depending on the apprentice's starting point, then gateway and an end-point assessment window that is typically three months. Apprentices with solid SQL and Python already can move faster.
What does it cost an employer?
The standard sits in the £19,000 Skills England funding band. Levy-paying employers with funds in their Growth and Skills Levy account pay nothing extra. Non-levy employers pay 5% (£950) for apprentices aged 25 and over and nothing for apprentices aged 16 to 24. Levy payers whose account has run out co-invest 25% (£4,750) on new starts. The apprentice pays nothing.
Who is it for, and what do they need to start?
Existing staff in data, BI, IT or software roles who are already touching pipelines, databases or reporting platforms and need to do it to a professional standard: BI developers, junior data engineers, database administrators, analytics engineers, developers moving into data, and Level 4 Data Analyst graduates. The standard has no entry qualifications beyond the English and maths rules; working knowledge of SQL and some Python is the realistic starting point, and we confirm it on a skills scan.
What tools and platforms are taught?
SQL for modelling, warehousing and querying; Python for pipelines, testing and automation; Spark and streaming for large and real-time data; cloud data platforms on the Microsoft stack (Microsoft Fabric, Azure Data Factory, Azure Databricks) with awareness of AWS and Google Cloud; Git, CI/CD and orchestration; data quality, cataloguing and monitoring tools. The Microsoft Certified: Fabric Data Engineer Associate (DP-700) exam is planned as the vendor certification and will be confirmed before the first cohort starts.
How is the Level 5 Data Engineer assessed?
By 1st for Awarding, an Ofqual-regulated end-point assessment organisation on the register for ST1386. Under the current plan there are two methods after gateway: a project evaluation report of about 3,500 words on a real piece of work, with a 50-minute presentation and questions; and an 80-minute professional discussion of ten questions across data quality and performance, problem solving, regulatory compliance, continuous improvement and professional development. Each method is graded Fail, Pass or Distinction and the overall grade is Fail, Pass, Merit or Distinction. The revised plan from 18 December 2026 may adjust these details; we will confirm the final format with 1st for Awarding before your cohort starts.
How does this fit with the Level 4 Data Analyst and the AI apprenticeships?
The Level 4 Data Analyst produces the person who asks questions of the data; the Level 5 Data Engineer produces the person who builds the platform those questions run on. Many employers run both from the same levy account, and an analyst who completes the Level 4 is a natural Level 5 candidate. The AI & Automation Practitioner Level 4 sits alongside for teams automating processes with Copilot and Power Automate, and the Level 6 AI & Machine Learning Fellowship for teams building models on the data the engineers deliver.
Standard reference: Data Engineer Level 5 (ST1386), Skills England; typical duration 24 months; maximum funding £19,000; revised assessment plan applies to starts from 18 December 2026. End-point assessment organisation: 1st for Awarding. Last reviewed 15 October 2026.
