What is ST1472 exactly?

ST1472 is the new Level 2 Administration Assistant apprenticeship standard.

  • Published: 3 June 2026
  • First possible starts: 1 August 2026
  • Target audience: under-25s only
  • Max funding band: £4,000
  • Typical duration: 12 months
  • EQA provider: Ofqual (intended)

It maps directly to day-to-day junior admin work with five clear assessment outcomes:

Assessment is mainly portfolio-based with flexible supporting methods (interview, project, presentation, question and answer, simulation). Grading is Pass or Distinction.

Why this one could be massive

Administration remains one of the largest occupational groups in the UK. This standard hits three big policy buttons at once:

  1. Huge volume of entry-level admin roles across every sector. Almost every employer has these jobs.
  2. Direct hit on the youth employability crisis. UK youth unemployment at 16.1% (highest since 2015) and ~1 million NEET. See our 1m NEET piece for context.
  3. Low £4,000 funding band makes it accessible for SMEs without elaborate planning.

What employers should consider

Before saying yes, ask yourself:

  • Roles. Where could a 16 to 24-year-old realistically start and progress? The progression list is broad: HR Support, Business Administrator, Data Technician, Payroll, Procurement, Sales Executive, Recruiter, L&D Practitioner, Compliance Officer.
  • Cohort size. Most employers run 2 to 6 apprentices for peer support and momentum.
  • Mentoring. Who will actually own the mentoring role? This is the single biggest success factor.
  • Recruitment pipeline. Colleges, Jobcentre Plus, schools, or the public Apprenticeship Service?
  • Strategic fit. Does it complete your entry → practitioner → leadership ladder? Pair ST1472 with the AI & Automation Practitioner Level 4 at the practitioner layer and the AU0009/10/11 leadership units for senior leaders.

What is ST1472?

The reference code for the new Level 2 Administration Assistant apprenticeship standard. Skills England approved the occupational standard, assessment plan, and funding band on 3 June 2026. Earliest start date is 1 August 2026.

Why is it restricted to under-25s?

The standard is part of the 2026 apprenticeship reform programme, which named youth employability as one of five system-level priorities. With UK youth unemployment at 16.1% in December 2025 and ~1 million NEET, channelling funded learning at under-25s is a deliberate policy choice.

How much funding does the employer get?

The maximum funding band is £4,000 per learner. For levy-paying employers this draws from the levy account. For SMEs without a levy pot, government pays 95% and the employer co-invests 5%.

Will TESS Group deliver ST1472?

Will AI skills be included if TESS builds it?

Yes. Modern admin roles increasingly require practical AI literacy, prompting common AI tools, understanding what AI can and cannot do, working alongside automations. If we build ST1472 we will embed practical AI tool training that aligns with our existing AI & Automation Practitioner Level 4 curriculum, so learners progress on a coherent ladder rather than starting from scratch later.

What roles does ST1472 prepare apprentices for?

The named progression list is broad: HR Support, Recruiter, L&D Practitioner, Compliance and risk officer, Data Technician, Payroll Administrator, Procurement and supply assistant, Sales Executive, Business Administrator, Pensions Administrator, Associate project manager, and others. 27 onward routes in total.

How is ST1472 assessed?

Portfolio-based with additional methods selected from interview, presentation, question and answer, project, or simulation. Apprentices may be assessed at any appropriate point during the programme. Grading is Pass or Distinction. Ofqual is the intended End-Point Assessment Quality Assurance provider.
